Spotlight on oceans and fisheries

Our oceans are key to our survival and prosperity. They feed us, they move us, they power us, and they soothe us. They are important drivers of the European economy, providing us with jobs and stimulating development. Embedded in the oceans, our fisheries support livelihoods, traditions and the meals we share.

The fisheries industry provided jobs in the EU for about 157 000 people in 2022. Through its common fisheries policy, the EU aims to ensure that fishing and aquaculture activities are environmentally, economically and socially sustainable. The EU sets quotas for fishing opportunities in its waters, and for EU vessels in other waters, based on scientific advice. There are also rules in place across the EU to deter illegal, unreported and unregulated fishing. These measures help ensure the relative stability of fish stocks, the conservation of marine ecosystems, and help uphold a level playing field for fisheries.

The EU is a strong advocate for the sustainable management of fish stocks internationally. The sustainable fisheries partnership agreements that the EU concludes with non-EU countries promote environmental protection, local development and the respect for human rights around the globe. These agreements also open up new market opportunities for EU fleets.

From fishing and shipping to renewable energy, the EU takes measures to ensure that all ocean-based sectors of the economy have the space to thrive. Through the BlueInvest initiative, businesses can access technical assistance to accelerate the development of ocean-based technologies and solutions across the blue economy. Cooperation between coast guard authorities, agencies and other bodies is strongly promoted by the EU to help keep our waters safe. The European Fisheries Control Agency organises coordination and cooperation between national control and inspection activities so that the rules of the common fisheries policy are respected and applied effectively. It cooperates closely with the European Maritime Safety Agency whose mission is to serve EU maritime interests for a safe, secure, green and competitive maritime sector.

Earlier this year, the European Commission adopted the European Ocean Pact to promote a thriving blue economy and support the well-being of people living in coastal areas. The pact sets out six priority areas for EU action: from protecting ocean health to enhancing maritime security and boosting the competitiveness of our blue economy.
